This survey aims to collect information on how cities in different regions around the world are designing and implementing policies and programmes on urban planning and management that could lead to lower greenhouse gas emissions and to build climate resilient governance, as well as to the achievement of the 2030 Agenda on Sustainable Development.

The best experiences will be compiled in a publication aimed at enhancing international/South-South and triangular cooperation and partnerships and connections between local authorities and scientists to promote emerging sustainable development solutions from the global South. It also aims to bridge the gap between policy and science. Lessons from these cities will provide in-depth analysis and insight on how their experiences could be scaled up, replicated and adopted by other cities and countries.

The envisaged publication (a partnership among UNOSSC, Inter-American Institute for Global Change Research - IAI and Local Governments for Sustainability - ICLEI) is expected to highlight the importance of evidence-based policy at subnational level. Since the 1990’s, the idea that policies should be driven by rational decision making has been gaining preponderance on different policies areas. This approach is based on the premise that policy decisions should be better informed by available empirical evidence and should include rigorous and systematic analysis. After all, policy which is based on systematic evidence is seen to produce better outcomes and to enhance accountability by public-sector organizations.

By exploring what practical and effective developmental solutions are prevalent in cities around the world, the envisaged publication will help to understand how local and subnational governments are dealing with the challenges of climate change and sustainable development, as well as which social, economic, environmental, political and legal conditions could lead to the most effective responses.

Selected solutions will also be featured on the South-South Galaxy – a global knowledge sharing and partnership brokering platform for South-South and Triangular Cooperation.

[1] South-South cooperation is a broad framework of collaboration among countries of the South in the political, economic, social, cultural, environmental and technical domains. Involving two or more developing countries, it can take place on a bilateral, regional, intraregional or interregional basis. Developing countries share knowledge, skills, expertise and resources to meet their development goals through concerted efforts. Recent developments in South-South cooperation have taken the form of increased volume of South-South trade, South-South flows of foreign direct investment, movements towards regional integration, technology transfers, sharing of solutions and experts, and other forms of exchanges. Triangular cooperation is collaboration in which traditional donor countries and multilateral organizations facilitate South-South initiatives through the provision of funding, training, management and technological systems as well as other forms of support.
